§ 17-4. Issuance of cards to minors restricted.

No minor will be issued a library card by the free public libraries of the county unless the application is signed by one of the parents or guardian of such minor, the signature indicating the parent or guardian will be responsible for books or any other library articles borrowed by the minor as provided in sections 17-1 through 17-3 of this article.
