§ 17-1. Failing to return books, pay fines prohibited.

No person shall detain or fail to return any book or articles borrowed from the free public libraries of the county, nor fail to pay any accrued library fines resulting from books or articles borrowed from the libraries, after thirty (30) days has elapsed from the date of posting by certified mail, return receipt requested, of a notice demanding the return thereof addressed to such person at the last known address furnished by such person to the library.
