All rights, powers, duties and authority relating to the procurement and contracting
of goods and/or services for the board of county commissioners, including the authority
to approve purchases and sign those agreements, contracts, and purchase orders for
the purchase of goods and/or services in accordance with the provisions of section 2-109 below, provided they are in conformance with the law and applicable rules and regulations,
are vested in the chief procurement officer.
