All subdivisions shall provide adequate access to the development as determined by
the board of county commissioners. For purposes of all new Class A subdivisions, the
governing body may require for purposes of demonstrating "adequate access" that the
proposed subdivision include, but not be limited to, off-site road improvements, intersection
improvements, additional points of vehicular ingress and egress and/or connectivity
to one (1) or more county maintained roads.
