§ 3-20 pertained to removal of members; filling of vacancies; § 3-21 pertained to
oath of members; § 3-22 pertained to officers; § 3-23 pertained to compensation; §
3-24 pertained to execution of surety bond, § 3-25 pertained to majority vote required
for action; all actions subject to approval by board of county commissioners; § 3-26
pertained to powers; § 3-27 pertained to budget and finances generally; § 3-28 pertained
to rates, fees and charges, and § 3-29 pertained to county's authority to make grants
and permit use of property. These previous provisions derived from Ord. No. 81-3,
