§ 2-77. Powers of county.

The county shall have the power to, and all powers necessary and incidental to, accomplish the purpose of this article, including, without limiting the generality of the foregoing, the power to acquire, construct, erect, improve, furnish, equip, operate and maintain projects and issue bonds to finance the cost thereof.
