§ 28-51. Septage receiving units.

  • (a)

    The Hernando County Water and Sewer District may install and operate one or more receiving units for domestic septage, as such term is generally defined in chapter 28 of this Code, and shall prescribe and enforce such reasonable rules and regulations for the use of such receiving units as may be necessary to protect the investment of district ratepayers in the wastewater treatment facilities into which such septage is received for treatment. Any person or entity whose adverse interests are materially affected by the application of such rules and regulations to their specific circumstances may appeal any such determination by the district to the board of county commissioners in writing. Any such written appeal shall be heard in a quasi-judicial hearing before the board within thirty (30) days of receipt of such written appeal.

    (b)

    Rates for use of septage receiving units shall be established by resolution of the district's governing body based upon the best available information and evidence as to the recovery of costs incurred in the installation, operation and maintenance of such units and the cost of the process of treating received septage.
