The board of county commissioners of Hernando County, Florida, finds and declares
that in order to protect the health, safety, and welfare of the people and property
of Hernando County in local emergency situations, the provisions of this article are
necessary. It is the legislative intent of the board of county commissioners that
all provisions of this article shall be liberally construed to protect and preserve
the public health, safety and welfare of the citizens in the incorporated and unincorporated
areas of Hernando County, Florida.
