§ 19-3. Intent and purpose.

  • It is the intent [and purpose] of this chapter to provide for:

    (1)

    The usefulness, productivity and scenic values of all lands and mineral resources involved in mining within the county will receive the highest and best use, proper development, and the greatest practical degree of protection and reclamation.

    (2)

    Plans for mining operations shall include reasonable provisions for protection of the surrounding environment and for reclamation of the area of land affected by mining. Such plans shall be on file with the county.

    (3)

    Protection of adjacent property from any adverse effects and impacts of the mining operation.

    (4)

    Protection of water quality and quantity.

    (5)

    Protection of threatened or endangered species or species of special concern.
